Article 1 (Purpose)

These Terms set out the conditions and procedures for using the website (klech.org, the "Website") operated by the Korean Education Center in Ho Chi Minh City (the "Center"), together with the rights and obligations of the Center and its users.

Article 2 (Definitions)

1. "User" means a person who accesses the Website and uses the services it provides.
2. "Member" means a User who has registered on the Website and been granted an account.
3. "Account" means the email address and password registered by a Member for identification.

Article 3 (Publication and Amendment of the Terms)

1. The Center publishes these Terms on the Website so that Users may review them at any time.
2. The Center may amend these Terms where necessary. An amendment and its effective date are posted in the notice section of the Website at least 7 days before it takes effect, or at least 30 days in advance where the amendment is unfavourable to Members.
3. A Member who does not agree to the amended Terms may withdraw from membership.

Article 4 (Formation of the Use Agreement)

1. The use agreement is formed when an applicant agrees to these Terms and the Center accepts the application.
2. Registration is completed only when the applicant opens the confirmation link sent to the email address provided. Once the confirmation link expires the application data is destroyed, and the applicant may request the confirmation email again.
3. An email address that is already registered cannot be used to register again.
4. The Center may decline an application that uses another person's name or information, or that contains information which is not true.

Article 5 (Obligations of Members)

1. A Member shall enter true information when registering and shall update it on the My Page screen when the registered information changes.
2. A Member is responsible for managing their own account and password and shall not allow another person to use them.
3. A Member who becomes aware that their account has been used without authorisation shall notify the Center immediately.
4. Users shall not engage in any of the following while using the Website:
   • using another person's personal data without authorisation, or registering information which is not true;
   • obstructing the normal operation of the Website or placing an undue load on its servers or equipment;
   • collecting information from the Website by automated means;
   • violating laws or infringing the rights of others.

Article 6 (Services)

1. The Center provides the following services through the Website:
   • information about the Center and about Korean language education and studying in Korea;
   • application for Korean language courses (Members);
   • application for employment at the Center (Members);
   • registration of teaching hours and supporting documents by teachers of partner schools (Members granted the corresponding role);
   • enquiries about studying in Korea.
2. The services of the Website are provided free of charge.
3. As a general rule, the Center provides the services 24 hours a day throughout the year.

Article 7 (Change and Suspension of Services)

1. The Center may suspend all or part of the services temporarily in order to inspect or maintain equipment or to improve the system, and gives prior notice in the notice section of the Website.
2. Where a cause that cannot be notified in advance arises, such as a natural disaster, a power failure or a telecommunications failure, the Center gives notice afterwards.
3. The Center may change the content of the services or discontinue providing them, and announces the reason and the timing on the Website.

Article 8 (Withdrawal of Membership)

1. A Member may withdraw at any time on the My Page screen.
2. Upon withdrawal, member information is destroyed without delay. However, course applications, employment applications and supporting documents submitted before withdrawal are retained until the retention period set for each type of record expires; the details are governed by the Privacy Policy.
3. After withdrawal, the same email address may be used to register again.

Article 9 (Protection of Personal Data)

The Center protects Users' personal data in accordance with the applicable laws. The data collected, the purposes of use, the retention periods and the rights available to Users are governed by the Privacy Policy published on the Website.

Article 10 (Limitation of Liability)

1. The Center is not liable where it is unable to provide the services owing to a natural disaster or a comparable event of force majeure.
2. The Center is not liable for damage arising from a Member's failure to manage their own account and password.
3. The Center does not warrant the accuracy of information provided by external organisations or the content of external sites linked from the Website.

Article 11 (Governing Law and Resolution of Disputes)

1. These Terms and the use of the Website are governed by the laws of Vietnam.
2. Where a dispute arises in connection with the use of the Website, the Center and the User shall seek to resolve it in good faith through consultation. Where it cannot be resolved through consultation, the competent court shall be the People's Court of Region 1, Ho Chi Minh City (Tòa án nhân dân khu vực 1 - Thành phố Hồ Chí Minh).

Supplementary Provision

These Terms take effect on 31 December 2026.

1. Purposes for which personal data are collected and used

The Center uses the personal data it collects only for the following purposes.

• Identifying members and managing accounts: registration, log-in, verification of email address ownership, password reset, and responding to member enquiries
• Providing member services on the website: applying for Korean language courses, applying for employment at the Center, and requesting teacher status at partner schools and registering teaching hours and supporting documents (for the members concerned)
• Notifying you of outcomes such as course and employment decisions (by email)

2. Categories of personal data collected

• Mandatory items: email address (user ID), name, password, mobile telephone number, date of birth, preferred language
• While you use the services, the time of access, the access IP address and service use records may be generated and stored automatically.

※ Any additional personal data needed when you submit a course application, an employment application or supporting documents for teaching hours are notified and consented to separately on each submission screen.

3. Scope of use of personal data

• The Center uses personal data only within the scope of the purposes in section 1. It does not use them for other purposes and does not provide them to third parties, except where a competent authority so requests under the applicable laws.
• Only the Center's staff responsible for the work concerned may access and process personal data.
• Personal data are stored and managed on the Center's website servers. Those servers are located in facilities of the hosting provider Cafe24 in the Republic of Korea; the hosting provider is entrusted only with operating the servers and does not use personal data for any other purpose. Your personal data are therefore transferred outside Vietnam and stored in the Republic of Korea.

4. Retention and use period

• Registration is completed only when you open the confirmation link sent to the email address you entered. The information you enter before that confirmation is not saved as member data but held separately, and is destroyed once the 24-hour validity of the link expires.
• Member information is destroyed without delay when you withdraw your membership.
• Where an account has had no use for five years since the last log-in, the Center notifies the registered email address 30 days before destruction and then destroys the data.
• Course applications, employment applications and supporting documents for teaching hours submitted before withdrawal are retained until the retention period for each type of record expires, and are then destroyed. Those periods are five years after the course concerned ends for course applications and five years after the recruitment decision for employment applications. Supporting files for teaching hours are destroyed as soon as the Center confirms that they have been transferred to its administrative records; files not destroyed before then, together with the teaching dates, hours and number of sessions, are kept for five years after the end of the fiscal year in which the teaching fee was paid.
• Data that the applicable laws require to be preserved are kept for the period those laws prescribe.

5. The Center's responsibility for protecting personal data

• Passwords are stored encrypted in a form that cannot be restored, and communication between the website and users is encrypted (HTTPS).
• Access to personal data is limited to the staff responsible, and records of viewing and downloading personal data are kept and reviewed periodically.
• The Center complies with the security obligations laid down by the Personal Information Protection Act of Korea, the personal data protection guidelines of the Korean Ministry of Education, and the Law on Personal Data Protection of Vietnam. Where personal data are disclosed or otherwise compromised, it gives notice without delay in accordance with the procedures prescribed by law.

6. How to request access, correction, deletion or withdrawal of consent, and contact details

• You have the right to be informed about the processing of your personal data; to give or withhold consent; to request access, correction, deletion or suspension of processing; to withdraw your consent; and, where your rights have been infringed, to seek redress and claim compensation.
• Members may view and correct their own personal data at any time on the My Page screen, and may request deletion by withdrawing membership.
• Requests for access, correction, deletion, suspension of processing or withdrawal of consent may also be made to the contact details below. The Center acknowledges receipt, deals with the request within the period prescribed by law, and notifies you of the outcome.

7. Your right to refuse consent and the consequences of refusal

• You have the right not to consent to the collection and use of personal data set out above.
• If you do not consent to the mandatory items, you cannot register as a member and cannot use the services that require log-in (course applications, employment applications, registration of teacher records and the like).
